Gina Raimondo, US Secretary of Commerce, said on Wednesday that she expected the rules implementing restrictions on US foreign investment in China to be completed by the end of this year.
US President Joe Biden issued an executive order last August authorising the Secretary of the Treasury to prohibit or restrict US investment in Chinese entities in three areas, including semiconductors and microelectronics, quantum information technology and some AI systems. The stated goal is to prevent US funds and expertise from helping China develop technologies that support its military modernisation.
